The average for each will give us a clear winner. There will be no ties. In the case of a tie, then the highest score in the Comprehension and Content section will be the winner. If those are still tied, then a total aggregate score for all judges for the two will be added (including previous dropped scores) and then a winner will be declared.
If it is still tied, then the competitor who reached this stage of the competition by beating the most people in their own college event would win (i.e., a competitor who beat 14 from his or her own college event would win over a competitor who beat six in his or her event).
